Executrix counter to 3 attacker bug

For months now every time i try the executrix counter to executor. my reinforcement ability isn’t available on turn 1. Are other people having this same problem? yes im 100% certain all my ships are empire or sith ships so it should work. it still works with chimera but not with executrix
