Worked for me no problem, you need to have fennec in leader slot. You then have to have 20 debuffs be dispelled or expire from Bounty Hunter or Scoundrel allies
which characters did you use?
Fennec as leader, then random bounty hunters. Doesn't matter who they are just have to be BH or Scoundrels. Helps if the team you are up against throws out a lot of debuffs. Good place to do it is in arena.
Go up against a half decent jabba squad if you can, all the detonator count as debuffs.

My brother had the same issue. After i maxed out her Bounty it was first try tracked. Maybe it helps you too.
Are you using fennec as leader? Do you have her leader to at least level 5? And the contract leveled up? Also the contract specifically says debuffs on allies expired or dispelled, if you don't get enough debuffs on allies and survive until they expire or are dispelled the payout won't work.
