Fractured allies are able to gain TM. This happens on different situations, but easiest way to see it it's choosing a fractured character for Grand Admiral's Command. This can make a character that was in very low TM, get it full and go inmediately after Fracture dissappears.
Rey (Jedi Training) + BB-8 + R2-D2 combo are able to gain TM while fractured also in some situations.
Not a bug if it was due to Grand Admiral Command. TM Swap is not same as TM Gain. Just like Health Equalization is not same as Health Gain.
If you have evidence for other scenarios, those might be a bug.
