The enemies have the Malicious Minions modifier, which increases to Malicious Minions II starting at Tier 6. It states "Summoned Separatist allies have +50% Speed, Max Health, and Max Protection, and damage they deal is increased by 50%. All other Separatist allies gain half of these bonuses." However, Kamino also has the global modifier Providing Grounds, which reads "all units have their current Max Health, Max Protection, Offense, Defense, and Critical Chance reduced by 80%."
By the way they're written, we would assume that the buffs stack multiplicatively. That is, final stats should be 25% of starting stats (x20% from Kamino and x125% from MM). Enemy units would be roughly 25% better than comparable units (25% vs 20%).
However, they "feel" much stronger than that. High relic teams struggle even against G12 or 13 enemy squads. Is it possible that the modifiers are applying such that original stats are reduced by 80% but Malicious Minions is then buffing based on original stats? E.g. a character with 100 health is being reduced to 20 (.2 of 100) but then increased by the full 25 (.25 of 100)? That would mean that enemy units are roughly 225% better than comparable units (45% vs 20%).
It's also possible that Grievous' various modifiers (his attacks are based on his Max Health and his Unique gives him 5% Max Health for each droid ally at the start of his turn) are interacting with the modifiers in some way such as working off of his original max health rather than his current max health.
@genghisx Usually in the game, things like this stack forst before being applied. So instead of -80% stats, Seps would have -55% stats. The summoned unit would have -30%.

As to xolerick's question, it's possible that things like GG's attacks (which are based on max health) and B1's unique (which provides %offense) are being based on original stats rather than current stats. One player reported that JML's Inherited Teachings works like that but it specifies that it scales off of "base max protection". Might explain the higher than expected damage from GG and B1 anyway.
