Guild Gift Ineligible

A guild member and I are trying to gift one another the scythe bundle.  We appear to be eligible (adults, over level 85, haven’t received the lsb already). But apparently meeting the known requirements we discovered only 6 of our 50 guild members are eligible to receive the gift and neither of us who intend to send the gift to one another are eligible. I know this was a problem a few years ago but the in game help chat did not have a solution and suggested to post something here.
