Level up Stormtrooper Luke bugged?

I have ST Luke Level 15, after checking his numbers i realize he will lose amour and resistenz at Level 16. Everything geht’s up but this two down?

Just a display error??

Just noticed the same going from 18 to 19. Armor and resistance go down. However, looking at additional level ups, his armor seems to start at 28.2 each time even though the previous level ups do not achieve that. Seems to be a display error.
