Leviathan Fear does not increase cooldowns

What type of issue do you have? Gameplay
How often does the bug occur? Often (50% - 99%)
Summarize your bug Fear applied by Leviathan on enemies does no increase their cooldowns. They still use special abilities immediately after the Fear has gone.
Steps: How can we find the bug ourselves? Attack enemies with Basic or Ultimate with Leviathan and check enemies attacks. They still use special abilities.

I had the exact issue with fear not increasing cooldowns, when I was fighting profundity, I almost timed out just because Hans Millennium falcon kept using his wiggle ability before I could kill him, causing him to recover health and protection. He should only be using basics due to fear cooldown increases.

@Pelzwurst Same issue vs Profundity. HMF was able to cleanse right after fear (not applying the cooldown increase)

Any updates to this? Fear still does nothing
