Marauder not giving irresistible ability block from Tech Turn

I have been using my Endurance fleet to fight Executor fleets for a while. I have Marauder fully fleshed out with its abilities, but for some reason, even when target locked, some of the bounty hunter ships resist it. It specifically says resist. Doesn’t matter which ship, but Umbaran Starfighter still gives target lock with crew special. I’ve tried reading the different abilities or uniques for each bounty hunter ship, but nothing has said it can resist ability block.
