"Merciless Massacre" does not apply "Merciless Target" to stealthed enemies

Summarize your bug Darth Vader special ability "Merciless Massacre" does not correctly apply "Merciless Target" status effect to all enemies if an enemy has Stealth buff and Darth Vader does not have "No Escape" Zeta Unique maxed. "Merciless Massacre" states: "All enemies gain Merciless Target, which can't be evaded or resisted." This should include stealthed targets, regardless of the No Escape ability level and whether No Escape dispels Stealth or not.
Steps: How can we find the bug ourselves? Use a Darth Vader who has ability level 8 (zeta, maxed) on Merciless Massacre but doesn't have ability level 8 on No Escape, against an enemy squad where enemy characters are stealthed. Use the Merciless Massacre ability. Note that enemies with stealth do not have "Merciless Target".

Darth Vaders special "Merciless Massacre" is working as intended. The enemies with Stealth are not resisting or evading the ability, it does not effect the enemies with Stealth as they cannot be targeted.
As you mentioned, Darth Vaders Unique "No Escape" needs to be at level 8 for opponents with Stealth to gain "Merciless Target". This is because Stealth is removed from all enemies as mentioned in the description "Whenever Darth Vader activates Merciless Massacre, dispel Stealth from all enemies.".
