Okay, pretty sure I've figured this out, and it matches previous reports I've read on Speed set bonus calculations.
When calculating percentages, mods only look at the character stats of a completed gear level. A fully maxed out Sion has 37078 health, but g12 is not complete. If you subtract the health bonuses provided by the g12/g12+ pieces that are installed, Sion has a Health pool of 33328 (37078 - 1500 - 250 - 2000 = 33328), which represents his health pool at the completion of g11.
0.63% of 33328 = 209.96 health.
Your 0.63% mod is granting 209 health
(2010 total bonus - "flat bonuses" 304 - 967 - 530 = 209)
So if the game is calculating your 0.63% health increase based on the 33328 base health, then it's off by 1 health, which is easily a computer rounding issue.
You could test this by changing that 0.63% health mod for a different percentage, and see if his health changes based on the 33328 base calculation?

I've heard that too, but is that stated officially somewhere?I don't know if it's officially somewhere, but the math works out. I had first seen it demonstrated pretty simply with speed percentages, since speed numbers are flat percentages and low numbers.
