New renewal quests not appearing until previous one finished?

I'm not entirely sure how it works but the quests usually pop up in batches of two as far as I've realized and if I have one left over from yesterday it doesn't give me two new ones but one new one and keeps the old one.

Happened to me when it didn't recognize I joined a guild and I didn't want to exit it because of territory battles to rejoin so the same quest stayed for a couple of days and it's happening again now when I have the quest to fulfill a guild member's gear request (they simply aren't requesting any). I don't want to miss out on any of the rewards  so I'd like to know if this is normal or not.
