I had same issue with my Galaxy S7, and issue was resolution.
I had changed display resolution to HD to save battery. If this is the case, follow below steps:
- Go to settings > Display > Screen Resolution
- Change resolution to FHD+ or WQHD+
- Go back to settings
- Go to Apps > Google play store > Storage
- Click button 'Clear Data' (not cache, it wouldn't work)
- Reboot device if you wish (I didn't reboot and it still worked)
