Decoy is not summoning. At least in tw. Almost lost because of it.

That would do it. I was throwing R9 CWC in the team as a filler and forgot they put the scoundrel tag on him.
Truly tragic that he is the only Gal. Rep. character with that tag aside from CAT who belongs with JMK.
I’m prepared to bet you have a scoundrel ally in your lineup.

I am experiencing the same problem but in GAC.
This is the third time it has occurred and each time has been against different teams. Queen Amidala goes first and even after using the summon ability, the handmaiden decoy still doesn't appear. I lost the first time it happened and was able to brute force the other two times thanks to my poncho bros being R9.
The summon ist only in Grand Arena at the start of the Battle. In other modes you have to summon while Queen has a turn.
