Razor Crest not showing in Fleet Arena Shipments

I don't know what the scheduled rotation is for Razor Crest shards in fleet arena shipments. However, the first 2 days, it appeared once per day, usually in the afternoon. It has been a solid 5 days ...

    It seems it is a rare occurance like Vader or Grievous. Attached is someone's screenshot of it showing up.

I don't think that's accurate. The shipments are on a fairly regular cadence that you can predict. RC is not or the rotation is broken
