We've tested this today but were unable to reproduce what you've described. Every time a droid ally was defeated, General Grievous correctly had a bonus turn.
What team were you running against and could you potentially provide a video?
Here are 3 videos in that topic:
In first you can clearly see that GG took a bonus turn (his cooldowns are reset) but Revan goes before him and marks him.
In second his cooldowns are reset (so he gets his bonus turn), but bastilla still moves before him
In third, in reply, his cooldowns are not reset, but he did get the turn.

You can also see that the enemy TM changes, while it should stay in the same place, if GG had "bonus turn"
Recorded this today.
First time IPD dies Grievous gets a turn, but that might just be because of the tm gained via his unique and the aoe by imperial probe droid, notice that his cooldowns are not reset.
Three more droids are defeated, Grievous does not get one bonus turn.
Only first time, when IPD dies it's a bug - CD not reset.
Other times when droid died he did get a turn, but was feared so he already skipped it.
As an advice - kill bastilla first with IPD or finish her off with GG. She needs to die, specifically because of that fear she puts and prevents your GG from taking turns.
