I know how the 26% was arrived at, but that makes no sense. There would be little point differentiating for that little gain.
The text says, "deal 30% more damage," which in the context of abilities, usually adds another 30% to the multiplier. So it would go from 0.2 to 0.5.
The mechanics page says, "Deals 20% of the attacker's Max Health to target(s) with an additional 30% on top for each CONTEXT_VALUE in the context #0 query returned CONTEXT_VALUE > 0"
The 30% on top tells me the total is 50%.
