Hello I have the player id and ally code of my account that I started on a work phone and therefore work Apple ID, I no longer have access to the Apple ID and can’t log on, is there anyway to load my old data onto my personal Apple ID?

I'm sorry to hear that.
At first, have you connected your account to Game Center or Google Play?
If so, then all the data is saved and you just need to transfer them to your new phone.
If you haven't done this, gather informations about your account (Player ID, Gamer Tag , Ally Code, etc) and contact EA Support .
They should be able to help you with returning your progress.
