It may be RNG. I did the two tier V ones to get the feat today, then when O simmed everything else with just the one mats attempt left, I got an omega.

I would be fine with RNG for a few attempts, but after 2weeks (6 days, 3 attempts daily), I'm not sure. That's 18 attempts without an omega. Before the mentioned quest, I never went a week without at least a couple omega mats.
Ok, but that's how RNG works sometimes. Before they changed zeta challenge to always give out 1, people did go weeks with 0 sometimes. I myself had a two week dry spell once. This could be the 1% of the time you are seeing it. Like I said, I got an omega immediately after doing the quest.
