You are correct if you had pressed the Continue button before the reset, your 5 used characters would be available again. The used characters are consumed once the battle is finished (after you hit the continue button), so if it happens that you start the battle before the refresh/reset and finished it after, that would explain why the attempts are correctly refreshed, yet the characters are not.
