SEE can't link Jabba/Krrsantan. Bug?

Just wanted to see if I can get an explanation for something that happened in the last TW. I tried to use SEE-Wat-Dooku-Talon-Sidious to clean up a Jabba/Krrsantan leftover team, but was unable to use SEEs link mechanic. This obviously caused me to lose horribly as there was no way to defeat Krrsantan or even get into my Ultimate form with SEE. Is this some mechanic that has been in the game or a bug? I know I've been able to link Jabba in the past, but am unsure if in the past there was other characters still active. It seems like a bug because why wouldn't you be able to link when there are 2 active enemies?

Jabba cannot be targeted whilst he has an ally with My Kind of Scum.
As there is only one available target (Krrsantan), SEE's Unravelled Destiny is correctly locked.
If you've linked Jabba before, it will be because the My Kind of Scum buff had expired on his ally/allies.
