Here is a easy way to reproduce:
- start a battle with SEE and WAT, against a Bast lead+JML+Wat+2 jedis (we need a long battle to see the bug)
- put tech tank on SEE,
- link JML and JKL (or GAS),
- put the game in Auto Basic, (important, to have time to see CD decrease)
You'll see this:
- SEE normal damage AND crits increase for 1 to 2 minutes
- at some point, SEE normal damages keep on increasing but crits will start decreasing and reach normal damage
- If you are "lucky" (or if the JML has crit avoidance arrow), you'll do less crits, and it will be easier to see the problem (since SEE will not crit every attack)
- at the end of the battle, for instance in the last minute, go to ulti, use your big lightening to kill everyone but JML, and you'll still see normal hits and crit hits doing the same amount of damage

Jedi Knight Luke reduces a target's critical damage by 10% (stacking) every time he uses a his basic ability on a target. Over the course of a battle this could bring crit damage down to the same level as non-crit, "Normal" damage. Could this explain what you are seeing?
