Shield Generator Not Getting Turn

I was doing the Naboo raid with my r5 gungans and noticed that sometimes my shield generator wasn't getting it's bonus Turn when reaching 0 stacks of recharge. It would go down to 0 reset the counter to 50 and then never get a turn. Of the 4/5 times it should have taken a turn it only took a turn once.
