I think "Instantly defeats target enemy" inherently implies there's no possibility of evasion. It's just like Annihilate: It's not a damage-dealing attack. It just says target is defeated--Boom, done.

That's right. But I'm referring to the 2nd part of this ability, the 40% max HP AoE damage.
What should've happened as per description is that Thrawns ultimate
1) "instantly defeats" the Scimitar
2) deal 40% max HP damage to all remaining enemy ships (killing off Slave 1 and soaking up the foresight of ITF)
If his ability (the AoE damage) is indeed supposed to be unevadable this should get fixed in the ability description with a "which cannnot be Evaded".
