Just a thought, when Han goes first, he takes damage from crackling doom right? Then CLS will gain TM because a rebel ally has taken damage. That maybe puts him going second. And perhaps your Thrawn and his R2 filled their TM at the same time, in which case it would be a coin flip as to who goes first between them. Got no explanation for how his thrawn outpaced yours though.
