unable to sell mods not showing on mod sell screen.

Summarize your bug I was doing some modding and I wanted to sell some mods that didn't work out and it turns out some mods I have I cannot sell. I restarted my game and I locked, unlocked, applied to a character confirmed and removed from a character, and when I go to the sell mods screen and even apply the correct filter they don't show up as available to be sold.....
Steps: How can we find the bug ourselves? I shared screenshots with my guild showing It's in my inventory, but won't appear on the selling screen.
