Summarize your bug I am running into mods that I cannot sell. I usually upgrade mods to level 12 to see if they are worth keeping and then sell them. Some mods do not have a sell button on the upgrade screen and do not show up in the sell menu. See the video here: https://youtu.be/xqdVUQORz7g
Steps: How can we find the bug ourselves? Try upgrading mods to level 12. Do not upgrade them to 15 as then it will be impossible to find it later (level 15 mods do not have an upgrade button and hence you cannot verify if they have a sell button). Eventually, after about 50 upgrades to level 12, go back and click the upgrade button on the level 12 mods. You'll find that many of them do not have a sell button.

The mods you aren't seeing on the sell screen are in load outs. Remove them from the load out, or delete the load out and you'll be able to sell the mods.
