I would have thought what you see in the territory wars squad screen is the locked in value. But actually I did top his level up to 85. I thought I did it before lock in, but now I'm not sure. Oh well, I can't test it until next TW.

  they are two different character baskets, first for territory battle which contains of available for battle characters and second for squad composition which contains all your characters
  you have it available in second basket but not first
