Remove regional differences in NBHD Screen / Unblock all music for non-US locale

Right now there is a difference when you play The Sims 1 Legacy using English language or any other: ENGLISH: the random track from \The Sims Legacy\Music\Modes\NhoodUS  plays every time you visit...

The problem is still here. Just implement easy switching option between 12H and 24H clock! Not everybody in the world, who plays in English uses US time format!!
