Assuming the registration key isn't the problem, it is likely to do with the fact the DRM (copy protection) program that The Sims 1 used is very outdated and has a security issue. Because of that vulnerability in the program, Windows 10 doesn't have the DRM program on it. Without that program, The Sims 1 won't start. Some people have found ways around that, but I can't easily explain them in a way that would be both correct and easy to understand, because it's been a few years now since I looked into it. But knowing the DRM program could be the issue might help you find ways that help fix it!
