Your save data is stored in /Saved Games/Electronic Arts/The Sims 25/ and then the UserData folders are there. :)
That’s the thing I went in there deleted it and the neighborhood is still the same.
Not OP, but thanks so much this helped me! I was previously looking at the UserData1-8 folders in the install path ><
