https://steamcommunity.com/sharedfiles/filedetails/?id=3421927002 has official content, that people used to be able to download from TheSims.com, that were excluded from the Sims 1 Legacy Collection and it appears to include all the tools, too. After testing all of the tools, I was able to conclude that they either won't install or doesn't import the cc properly or just doesn't work because a file is missing somewhere (either from the game or Microsoft didn't include the file in Windows 10/11). As of writing, I don't know if there are any alternatives to the following:
- The Sims Art Studio
- The Sims Creator
- The Sims FaceLift & FaceLift Gold
- The Sims File Cop
- The Sims HomeCrafter
- The Sims Hot Date Object Organizer
- The Sims Make-A-Celebrity
- The Sims Make-A-Date
- The Sims Menu Edit
- The Sims SimShow Skins

Well this is a disappointment.
I just purchased the Sims Legacy collection and I was hoping to have these very same mods included, or at least be able to work. That's a shame. I have read that the Transmogrifier still works (although it requires a few extra steps). I will miss the Home-Crafter.
I have the original Sims disc's and an old laptop with DVD drive, I may have to re-purpose the laptop for older games like The Sims and it's mods.

In my personal experience, the only one I have tried to no avail is SimEnhancer. I'm sure it would work with the original game, but I could not seem to fix the errors it brought up with the Legacy Collection.
