Anyone else being told they need DirectX 9.0c graphics?

I have a HP envy laptop which runs sims 4 just fine. After downloading the sims 2 legacy this kept popping up on my screen. i can seem to find a way to fix the issue which is really upsetting. Does this mean i need a new laptop in order to play the game ?
