I've been experiencing the same issue! I've also tried clearing EA's cache files, uninstalling and re-installing. I tried enabling EA to run as an administrator, then switched it for the Sims 2 to run as an administrator and no luck. Changed compatibility settings and still nothing. Repaired both the EA app and TS2. Uninstalled TS2, re-installed and I'm at a cross road.
Last thing I tried was going into program files and locating the EP9 folder. Unfortunately, clicking on that still prompted the EA app to show up and caused the same issue. I'm just going to assume it's a bug or something. Hopefully EA can provide a solution. I played last week just fine, so idk what's going on today.

What happens if you try starting from the game shortcut directly? Go into your program files, then the Legacy folder. In there, locate the EP9 folder. Go into it and then TSBin. Inside there, there should be the application Sims2EP9. Drag a copy of that onto your desktop. Then double click on it to start up the game and see what it does.
