Loading Screens too small, can’t change resolution in settings..

My loading and Neighbourhood Menu screens are way too small for my screen, but when entering the neighbourhood they scale out. 
I also noticed I can’t change the ‘Shadows’ or ‘Window Size’ resolution for some reason.. shadows are automatically on ‘High’ and I can’t even see what resolution my Window size is because I can’t scroll? Any solutions?

    Pretty sure the neighbourhood menu is suppose to look that. Also the reason why you can't change resolution is because you're on borderless window mode. The only way to change resolution is to go to window mode and now the resolution box is enabled so you can change your resolution. If you wanna play fullscreen but with the highest res your computer can handle well you gotta go to your computer's display setting and make sure it's ticked on the highest res the computer has available. Then your game should reflect that
