Lots Empty After Saving

My issue is in The Sims 2 Legacy Collection ----- When I make a change to any lot that already has something on it - doesn't matter if it is community or residential, if residential it doesn't matter if a family lives there or not. But if it has a building or if it is an outdoor space with trees and a pond, it just has to already have something on it for this issue to occur. It also doesn't matter if it was my build or already there from the game. If I go to the lot and make ANY type of change - add a tree, change wallpaper, put in a fence - then click SAVE, then go back to the neighborhood the lot will be now be completely empty. If I click on the lot to go back in, empty. If there was a family living there, the family is still there, but everything is gone. I tried disabling/quitting onedrive, didn't matter. I had this issue on one computer, install a brand new game on a new computer, same issue. Anyone else experience this and know how to fix it?? HELP!
