Neighborhoods Cutscenes Intro Movies

Hello people, 

I have only one request and problem, I don't have Pleasantview, Strangetown, Veronaville and another neighborhoods Belladonna,Desiderata, Riverbloosom cutscenes intro movie or camera in any neighborhood.

For example, what is in that picture. I would like to have them as from the beginning of the neighborhood, when I start a neighborhood I want to have cutscenes but it does not show in my game and still black screen launch. Does anyone know how to fix this, according to the document or the mod and instructions?
