Actually, you're both wrong and @Who505 is right.
You can only make a new MAP in SC4. There were more than 10 maps available with 2 types of terrain in the Base game. Making your own neighborhood is more than Editing a pre-existing neighborhood. Take a map and make the neighborhood. :lol:
