Sims 2 Legacy Edition isn't compatible with CC default skin replacements

After hours of trying different fixes and talking to different simmers, I think it's safe to conclude there's an issue with the Legacy edition and both default replacement and custom skintone CC. They just don't show up in game while other CC default replacements like eyes and brows work fine.

Could we get a patch for this or this looked at by EA? There are so many pretty CC skin tones that it seems like a big mistake to not let them be used.
