I assume you mean Legacy? Ultimate Collection has never been for sale. It was free for people who owned the game already initially, then free for everyone briefly. But that was way back in 2014.
I've had Legacy since they released it. Ikea Pack is missing because they couldn't/didn't renew the license, but you can find information about how to put it back in if you have a copy of it. I was able to pull it from Ultimate Collection and put it in. It has all of the other EPs and SPs. What it does not have is the Store Edition content. The Sims 2 store was small and it wouldn't have been unreasonable to include it, in my opinion. Luckily, I backed up all my files, as did a lot of other Simmers, so there's that.
Some players are still reporting problems, but my game is running smoothly with no issues and it was worth it to me to buy it again.
