Sims 2 mods and CC won't show up (Legacy edition)

I decided to start adding cc and mods to my sims 2 after a while of playing base game and they're just not working? I've created a Downloads folder (typed exactly) and enabled mods through the settin...

That is a mystery I have as well!! I don't use mods and the majority of the things I download show up, but sometimes it is a puzzle why some things work and others do not. I have done everything I can think of to check why things aren't showing up.
