The Sims 2 Legacy Won't Install

When trying to install, it gets stuck on 99%, sometimes for more than an hour. Then when you restart the app it says it's installed. After launching, a popup says, 'Some needed files were corrupted during the installation. Please reinstall this application.' I have tried repairing but it still gets stuck on 99%. I have also uninstalled/reinstalled, and still the same. I'm also getting an app popup saying, 'Background Services Crashed.'
