Ticket machine...

You need someone to own the business to be there to charge. I just did this making a sports bar, but since there is no owner i am assuming that is why its not charging people, but the kitchen was working and bartenders. Go figure

Try sending the owner to the lot and let some customers buy a ticket...

Yes maybe be the active sim, click on it "Start charging customers"

Yes

Delete it and buy another. All lots that were reinstalled or reused etc. have this on the ticket machine and restaurant podiums after Pets EP. Example: If the lot was created before Pets or a later EP. Simply buying another gets rid of this. If you save any lots (saved to bin or package lot) with those on them note later they may have this on them if you plop them down later in a different hood. You will have to sell the ticketmachine and buy another one. It's a Pets glitch thing. And a Fun With Pets glitch
