Water Tool is so fast!

I'm attempting to use the Water Tool to make a small pond is the back yard, but on medium with one click, it goes down deep so fast and looks bad. I can't smooth it out or make it more shallow. I tried holding down the CTRL or Shift or both and it's not working.

Is there anyway to slow down the Water Tool so that when I go to use it, it's slower and I can really shape the pond?

After some research I think it might have something to do with the fact the lot elevation is slightly lower than the neighborhood elevation. I've tried moving the lot to somewhere else that is more flat, but it still isn't lining up and I think that's why the water tool it out of whack. Anyone know how to fix this issue? A mod?
