I think if you use Basic/outfit and change from there, they will change regardless if they are working or not because they don't spin into it. If you use that interaction on a sim that is outside in the cold and they don't have their outerwear on, they will be wearing it, but they will still get cold because it doesn't register with the game. It is also nice at weddings because it doesn't cancel the watch interaction because they don't have to spin. I'll try it on a maid when I play next time and see if they keep their everyday on or if they spin back into their uniform.
