I have found out how to fix this.
1. Find your C:\Windows\System32\d3d9.dll
2. Right click on it, select Properties and go to the Security Tab.
3. Under Group Name or Users if you only have TrustedInstaller with all permisions set to allow. Then you'll need to change all the other users and groups to Allow too by ticking the boxes.
4. If you can't tick the boxes, follow the steps in this video but just for the d3d9.dll file rather than for the whole of System32.
This has fixed all Sims 3 d3d9.dll access violation errors for me on Windows 10.
E.g.
type: ACCESS_VIOLATION reading address 0x00000011
address: 0x68186a46 "C:\WINDOWS\SYSTEM32\d3d9.dll":0x0001:0x00135a46
