More or less, I checked the badges profiles of simmers I had noticed having the most achievements, and simmers on other achievement thread having said they had the relevant achievement, and I couldn't find anyone getting it past those updates. That's why I say said that the achievement is bugged by either of those.

Doesn't have to. If it alters other game items (namely, the "Messages in a Bottle"), the game might be waiting for you to collect something that no longer exists and has been replaced by a similar item having the same graphic and function. I'm not sure how the achievements triggers and tokens work, but if it's too picky, and that the "Messages in a Bottle" have since been significantly modified, they may no longer be recognized as such by whatever is keeping track of your achievement...
