I did it yesterday, just in case...

I'm not sure if you're familiar with custom underwater lots. If not, they are slightly more complicated to create than normal lots. When you'll have downloaded it and installed it (added it to your "Library"):
First, "Pause" the game, go to "Edit Town", you need to create a 25x25 lot in the middle of the water somewhere, and not too close to the beach, the the shore slope will interfere. Not too far either, as your sim will need extra boating to reach it;
Second, set the lot to a "Community lot", and select any sub category (If you would be building it yourself, at this point, you'd need to unlock the hidden lot categories, and select "Diving Area");
Third, go to your "Library", "Community Lots", select it, place it atop the newly created lot, "Accept" the placement;
Fourth, the tricky part, click on the lot, "Edit" it. It will look wrong, and there will be display glitches (borders of the lot will shine, the previous seabed may overlap the lot, item may or may not appear, but if they do, they will be translucent, floor pain won't show, etc...). That's the problem with underwater lots. I suggest at this point not to change anything;
Fifth, click on the button to return to "Edit Town". Now click "Return to Game";
Sixth, "Unpause", wait maybe five simminutes.
Seventh, the most important part, "Save" your game ("Saving" might take a little longer, "Return to Main Menu", once in the "Main Menu", "Load" your game again.
Eighth, now the lot will be fully functional, and all glitches will be fixed.
If you don't do it, the glitches may remain until next time you completely exit the game and launch it again, and may spread to all other underwater lots. It is said to have something to do with EA failing to include a "refresher" when creating/editing underwater lots
The lot consists of over 102 rare seashells/bottles spanwers, so you will be collecting high end shells too (I deliberately did not used the special "Bottles Spawners", just in case...) I did not set a special "Diving" skill level requirement, so as soon as your sim reaches level 1, he should be able to dive there.
