No, it's the first time I hear somebody having trouble with it. However, there are couple possible explanations... First one is a classic: Are those sims normal "humans" or "occults"? Second, did your sims succeed the "Ask Sign" interactions at least five time before being promoted above the "Horoscope reader"level of the "Fortune Teller" career (common branch)? Given it's the very first level, I'd have any sims join that career, spam many many random strangers with "Ask Sign".
