I know this is old, but I'm having the same issue. The badge just won't budge. :D It's a brand new game.
My sim got the job and I started having her ask everyone she met. After 5 I noticed it didn't trigger. I thought it might have been the Occult thing so I made sure she asked humans. Then I thought it might be limited to YA or older sims (since 2 of the humans were teens) so I tried even more. Then I thought maybe she would have to work a day first to really be considered a "Horoscope Reader" and I tried again. Still no luck. I think I'm running out of human adult sims to try. Bummer.
Well is the sims in question, the "Horoscope Reader", human? Second, I'd try having him/her get a promotion, just in case it would trigger afterward, though it would seem strange...
