I opened up the Blair Wainwright save again. She worked one full day as a Horoscope Reader, and then asked 5 sims. And nothing. So she worked another full day and asked a couple more sims. Still nothing. She worked again and got a promotion and still nothing. No badge.
I discovered one coincidence though. In all three games that I've tried this, all three sims have the Hopeless Romantic trait. I don't see why it would matter, but I thought I would at least mention it.
I could try again but at this point I'm a little irritated at this badge and I might just forget about it for now. :/
